Rebecca Morley is a nationally recognized leader in public health, housing, and environmental policy, with over 30 years of experience advancing equity-driven solutions. As the Founder and Principal of Rebecca Morley Consulting, she advises foundations, research institutions, and nonprofit organizations on strategies that address the social determinants of health, improve environmental conditions, and expand opportunities in communities across the U.S. and globally.

Her portfolio includes multi-year engagements with the Robert Wood Johnson Foundation, where she helped design and implement over $100 million in grantmaking focused on gender equity, community power, urban development, and climate resilience. She has supported global learning initiatives through University College London, strategic housing efforts with The Kresge Foundation, and built cross-sector partnerships resulting in more than $100 million in health system investments with the Local Initiatives Support Corporation.

Earlier in her career, Rebecca served as Executive Director of the National Center for Healthy Housing, leading national efforts to protect children from environmental health hazards in the home. Her leadership helped secure significant policy wins, grow the organization’s national presence, and expand partnerships across government and civil society. She also held senior roles at Pew Charitable Trusts, ICF Consulting, and the U.S. Department of Housing and Urban Development, where she was selected as a Presidential Management Fellow.

Rebecca holds a Master of Science in Environmental Policy from Georgia Tech and a Bachelor of Science in Environmental Science from Nazareth University. Her work has been featured on CNN, the Today Show, and major national publications. She is a recipient of Harvard’s Achieving Excellence Award and the U.S. Government’s Hammer Award for innovation in public service.

Based in London, Rebecca continues collaborating with changemakers working at the intersection of health, housing, equity, and climate to build stronger, healthier communities.
